A Consistent, Fair Process

Colorado Springs Utilities follows established local, state and federal guidelines to ensure we are using a fair, consistent process with every property owner. We use the “City of Colorado Springs Procedure Manual for the Acquisition and Disposition of Real Property Interests” to guide our land acquisition process. The process and guidelines ensure that all property owners receive fair market value and just compensation for the use or purchase of their property.

We follow these general steps:

  1. Colorado Springs Utilities determines if we need to purchase an easement, the property or part of your property for SDS construction.
  2. We contact you to discuss the project and to inform you that you will receive a document requesting permission to enter the property to conduct pre-construction activities and planning.
  3. An SDS team member contacts you to review the schedule, the type of acquisition and the process you can anticipate for your property.
  4. Depending on the circumstances, a real estate professional or licensed appraiser determines the value of the easement or property if the full property is required. For easements valued over $5,000, you may be able to obtain an independent appraisal.
  5. We extend a written compensation offer to you and give you the opportunity to discuss the offer with us.
  6. You are compensated the agreed amount.
  7. If an agreement cannot be reached, a court may be asked to decide your final compensation.
