Colorado Springs Utilities announced a project delivery approach and timeline for the Phase I design, construction, and administration of the Southern Delivery System (SDS). Phase I includes the raw and finished water pipeline, three raw water pump stations, a water treatment plant, a finished water pump station, and a comprehensive project instrumentation and control system.

Raw Water Pump Stations
The SDS raw water pump station components will be delivered under a design-build delivery approach. Colorado Springs Utilities anticipates grouping the three 50 million gallons per day (MGD) raw water pump stations, Juniper, Williams Creek, and Bradley pump stations, into a single pump station solicitation for design services and a single solicitation for construction services.

Instrumentation and Controls (I&C) System
Colorado Springs Utilities will pre-qualify I&C system design firms pursuant to an SOQ process. The design build firm for the water treatment plant and finished water pump station will select the I&C Program Designer from the pre-qualified I&C design firms. The I&C Program Designer will contract with the water treatment plant and finished water pump station design firm and the raw water pump station design firm to coordinate and design a fully integrated program wide I&C design. The I&C Program Designer will provide I&C design packages for bidding the construction services of each project component.
